The despatch referred to is printed at pp. 34-58 of proof 6206/93 the Farm. The Conditions of are Enc. I in that despatch (pp. 57-50).
The words "or not more than 1800 chests in one year" I suppose come in at end of cl. 2. They do not seem to make a very great difference, but I cannot see any necessity for settling this matter by telegraph. Lord Ripon decided (see minutes on 6206/93) to await report of Royal Commission on Opium.
